Fire Hydrant Meter Lease Application

Fire hydrant meters are used to obtain water from a fire hydrant to the city water system that is not permanently metered by the city.

The City of Irving leases Fire Hydrant Meters on a twelve (12) month basis. The applicant must complete the online lease application and pay a meter deposit of $2150 and a nonrefundable $100 application fee. Total Payment Due is $2250.

Payments may be made by Check, Credit Card (Visa, Mastercard or Discover only), eCheck or Phone. Payments made online and over the phone require an account to be setup prior to payment being made. Checks should be made payable to the City of Irving.
Payment must be made within five (5) business days after the account has been setup, or the application will be cancelled and a new application will be required.
The meter shall only be connected to the City of Irving's water system at the location specified on the application.
The applicant is responsible for calling the Utility Billing office at 972-721-2108 if the meter location changes.
If the meter is found outside of Irving's city limits, the Water Utilities Department shall remove the meter and the deposit of $2150 will be forfeited.
Meter readings need to be provided to the Utility Billing Office for a monthly consumption reading no earlier than the 20th and no later than the 25th of each month. If a reading is not received during the specified time period, a fee of $125 will be charged to the account.
Meters must be inspected quarterly by Irving Water Utilities for a consumption reading. Meters must be brought to the Valley View Municipal Complex, 333 Valley View Lane, Irving Texas, 75061 by the 25th of every third month from the month the meter was issued.
If the applicant fails to return the meter to Irving Water Utilities as required by Irving's Ordinance 2015-9754, the minimum bill will be $175; the maximum bill may be determined by the application of previous water usage data and/or the purposes for which the water was used.
The meter is the responsibility of the customer/contractor while in their possession and they will be held responsible for charges and fees if the meter is lost, stolen or damaged.
Meters reported lost or stolen must be accompanied by a police report.
Deposits for lost or stolen meters will be forfeited and estimated charges will be billed.

READ THE FOLLOWING INSTRUCTIONS AND CHECK THE BOX BELOW TO AGREE WITH THE TERMS OF THE LEASE.

I understand it is mandatory that between the 20th and 25th of each month the City of Irving receives the meter reading by one of the following methods: Voicemail (972) 721-2108; Fax (972) 721-3767; or Email at wtrbill@IrvingTX.gov.
I understand any meter reading received before the 20th or after the 25th of the month will not be accepted. The fee for failing to provide a monthly reading is $125.
I understand that the meter is to be brought to the Valley View Municipal Complex, 333 Valley View Lane, Irving, Texas 75061, every three (3) months for a physical reading and quarterly inspection by city personnel. The fee for failing to provide the meter for a quarterly inspection is $175.
I understand that this lease expires twelve (12) months from the Account Setup Date and must be returned at that time. If the fire hydrant meter is needed longer, a new application must be submitted along with a new deposit and administration fee. A new fire hydrant meter will be issued.
I understand that utility accounts and deposits will only be refunded in the name on the lease account. Utility deposits will be refunded upon disconnection of service, after the final bill has been applied to the account.
I understand that I will receive a FIRE HYDRANT CONSTRUCTION METER and STAND in good working condition.
I understand that the Water Utilities Department will inspect the fire hydrant meter upon return and any repairs to the FIRE HYDRANT METER or replacement of the STAND will be paid by the customer. The stand must be returned with the meter. The missing stand fee is $80.
