As a local government, funding for services is obtained through many revenue sources such as taxes, user fees, grants and rates.
The Consolidated Fee Schedule pulls together almost all fees collected by various city departments in one place for easy access to patrons. The schedule reflects the cost to the city for providing fee-based services such as planning and zoning amendments, obtaining a building permit, adopting an animal or renting a city facility.
If you do not see the fees you are interested in outlined in the Consolidated Fee Schedules below, contact the department directly.

A division of the Irving Police Department, Irving Animal Services maintains a safe and secure city by providing a healthy environment for humans and animals living in Irving.
View the Animal Services ordinance.
Schedule adopted by City Council on Oct. 14, 2021 (Res-2021-376)
Fees effective Oct. 1, 2022
Animals adopted from Irving Animal Services receive basic veterinary care prior to adoption. This includes:
Upon intake at the shelter, each animal receives the following to protect animal health and reduce disease spread:
Animals housed in the animal shelter are provided with daily care by the Animal Services staff. This includes a clean kennel, food and water, bedding, litterbox for cats and other basic care needs.
Animals which have bitten or scratched a person are required by law to be quarantined for the rabies observation period (10 days, 240 hours). Animals kept in quarantine at the animal shelter are housed in specialized kennels and receive daily care by the Animal Services staff, using additional protections to prevent additional exposures. This includes a clean kennel, food and water, bedding, litterbox for cats and other basic care needs, as well as observing the animal at least twice daily for any signs/symptoms consistent with the rabies virus.
If the animal displays signs/symptoms of the rabies virus or the owner chooses to surrender the animal to the shelter, the quarantine fee is still collected to cover costs related to euthanasia and rabies testing.
The home quarantine fee applies to animals that have met the legal requirements that allow for quarantine in the home. Officer time is spent verifying that the animal is eligible for home quarantine, completing owner education, ensuring compliance with state laws, checking in as necessary during the 240-hour quarantine period, releasing the animal and documenting the process as required.
Animal Services offers microchipping that includes microchip registration, rabies vaccinations for animals impounded at the shelter and rabies tag replacements for animals vaccinated by Irving Animal Services.
Keeping an Aggressive or Dangerous dog in the City requires registration. The fees assessed for registration are for the Animal Services staff time to complete the process for checking compliance requirements set forth in the ordinances.
Breeding Animals + Hosting Animal Exhibitions
Breeding animals and hosting animal exhibitions in the City both require permits. The fees assessed for the permits are for the Animal Services staff time to complete the process for checking compliance requirements set forth in the ordinances.
