Impact fees were adopted by the Irving City Council on April 11, 2024 after a 20-month process, as regulated by Chapter 395 of the Local Government Code. Effective July 14, 2024, impact fees are currently assessed on existing and new plats at the time of building permit.

The Water Service and the Wastewater Service areas are the entire City of Irving, in order to provide for the cost associated with the supply and transmission of water and removal/treatment of wastewater.
The city is divided into five (5) Roadway Service areas per Ch. 395.
The Drainage/Storm Water Service area only includes a section of the Heritage District, southwest of downtown Irving near Delaware Creek.
