Adoptions

Animals adopted from Irving Animal Services receive basic veterinary care prior to adoption. This includes:

1. Rabies vaccination: dogs, cats and ferrets 12 weeks and older Spay/Neuter – dogs, cats and rabbits
2. Microchip implantation (if not previously chipped) and registration De-wormer(s)
3. Flea/tick medicine
4. Cats only: FVRCP vaccination(s) and Feline Combo Test (FIV and FeLV)
5. Dogs only – DAPPv vaccination(s), Bordetella vaccination(s), Heartworm Prevention medication and Heartworm Test (6 months and older)

Adoption Fees

1. Dogs and cats over six (6) months of age: $85
2. Puppies and kittens six (6) months and under six (6) months of age: $100
3. Other animals such as birds, rabbits, hamsters and other small animals: $10-$40

Impoundment + Daily Care

Upon intake at the shelter, each animal receives the following to protect animal health and reduce disease spread:

1. Cats only: FVRCP vaccination
2. Dogs only: DAPPv vaccination, Bordetella vaccination De-wormer(s)
3. Flea/Tick medicine
4. Microchip implantation (if not previously chipped) for identification, registered to owner upon reclaim and payment of microchip fee

Animals housed in the animal shelter are provided with daily care by the Animal Services staff. This includes a clean kennel, food and water, bedding, litterbox for cats and other basic care needs.

Quarantine / Rabies Testing

Animals which have bitten or scratched a person are required by law to be quarantined for the rabies observation period (10 days, 240 hours). Animals kept in quarantine at the animal shelter are housed in specialized kennels and receive daily care by the Animal Services staff, using additional protections to prevent additional exposures. This includes a clean kennel, food and water, bedding, litterbox for cats and other basic care needs, as well as observing the animal at least twice daily for any signs/symptoms consistent with the rabies virus.

If the animal displays signs/symptoms of the rabies virus or the owner chooses to surrender the animal to the shelter, the quarantine fee is still collected to cover costs related to euthanasia and rabies testing.

The home quarantine fee applies to animals that have met the legal requirements that allow for quarantine in the home. Officer time is spent verifying that the animal is eligible for home quarantine, completing owner education, ensuring compliance with state laws, checking in as necessary during the 240-hour quarantine period, releasing the animal and documenting the process as required.

Services

Animal Services offers microchipping that includes microchip registration, rabies vaccinations for animals impounded at the shelter and rabies tag replacements for animals vaccinated by Irving Animal Services.

Registering Aggressive or Dangerous Dogs

Multifamily

The Multifamily Division oversees the licensing and inspection of apartment complexes, hotels, manufactured home parks (MHPs), fourplexes and swimming pools/spas. This division also oversees the registration of short-term rental (STR) properties in Irving.

Property Standards + Programs

The Property Standards Division works to inspect and seek correction of conditions on private property that violate Irving’s Code of Ordinances. These include blight, nuisance, and zoning conditions. Property Standards proactively visits both residential and commercial properties to identify code violations as well as responds to complaints.

The Code Enforcement Programs Division manages Building and Standards cases, vacant building registration and boarding home licenses.

The Inspections Department verifies code and ordinance compliance to mitigate threats to life and health safety. The department ensures safe buildings and sanitary food establishments; serves developers and builders to achieve their project goals in the shortest reasonable timeframe; and maintains the highest feasible International Organization for Standardization (ISO) ratings for both commercial and residential codes.

The Irving Municipal Court administers fair and impartial justice while adhering to statutory requirements relating to processing cases, enforcing court orders and coordinating magistration. 

The Municipal Court collects the Local Consolidated Fee of $14 on all nonjailable misdemeanor offenses, including criminal violations of a municipal ordinance as outlined in Section 134.103 of the Local Government Code. The $14 fee is divided into three fee types (building security, court technology and juvenile case management) and is separate from the Municipal Court Collection fee, which is only assessed when a person meets the parameters set by Section 12-9 for past due payment.

Athletic Fees

Parks and Recreation offers athletic fields to the recreation leagues, competitive leagues and the general public for use. The department also works with tournament organizers. These rentals are based on an hourly rate with an additional fee for use of lights. Event Space Rental Fees

Parks and Recreation offers two event sites for rentals: Heritage Park and Levy Event Plaza. All rentals require a nonrefundable deposit equal to 20% of total rental fee, must go through the Special Event Permit process, and must provide insurance.

1. Heritage Park Stage Rental includes stage and lawn area in front of stage, access to outdoor restrooms and event litter control.
2. Heritage Park Daily Rental includes stage, park electricity, rental building, gazebo, all lawn areas, access to outdoor restrooms and event litter control.
3. Heritage Park rentals do not include the use of sound, lights or the large LED screen and are not available on city holidays.
4. A 50% discount is available for Heritage Stage and Daily rentals Monday through Thursday, for both residents and nonresidents.
5. At Levy Event Plaza, electrical is included in the cost of the rental.
6. There is an application process for approval to use both event spaces.
7. No discounted rates are available at Levy.

The Planning and Zoning Department facilitates the physical growth and development of the city in a sustainable manner that reflects its unique and vibrant character. To accomplish this, planners manage long-range plans that reflect the needs and desires of the community, develop ordinances and policies that effectively implement these plans and thoroughly process and review land development proposals and applications. City staff work closely with land developers and builders to ensure compliance with all city codes, ordinances and policies.

Zoning establishes the types of land uses permitted on a specific tract of land. Zoning also regulates the size, intensity and height of development, as well as signage, screening and parking related to development.

How Sewer Charges are Determined

Residential, multifamily and commercial charges are based on the average water usage January to March of each year. Customers without an average are charged based on 80% of water usage with a maximum charge of $35 for residential customers.
