The City of Irving’s Minority/Women-Owned Business Enterprise (M/WBE) Program is all about creating opportunities for small, women-owned, minority, and historically underutilized businesses to thrive in the community. The M/WBE Program helps increase access to city contracts for businesses owned by small, women-owned, minority and historically underutilized businesses.

Supporting M/WBE businesses strengthens Irving’s economy by promoting diversity, increasing competition, and keeping more business within the local community. When local small businesses succeed, they create jobs, generate revenue and make Irving a better place to live and work.

Under City Council Resolution No. 1-11-07-021, Irving has set clear goals to ensure M/WBEs have a fair shot at city contracts. Through the Good Faith Effort (GFE) Plan, businesses bidding on city projects are expected to actively seek out and include M/WBEs in their proposals.

All prospective bidders must document their good faith effort in reaching these participation goals. This means showing that they made a real effort to include minority- and women-owned businesses in their contracts.
The Purchasing Department is available to assist vendors with registration and navigating the procurement process. By supporting M/WBEs, Irving is investing in a stronger, more diverse local economy that benefits businesses and residents alike.

Amanda Kerry is the MWBE (Minority/Woman Business Enterprise) Program Administrator for the City of Irving. She is responsible for managing the City's Local & MWBE Policy and identifying current trends for the City Council and City Manager's Office. Since Ms. Kerry’s employment with the City of Irving she has developed monthly webinars, and a series of workshops. Just last year Amanda aided 7 different MWBE's firms on million-dollar contracts with the City of Irving.
Previously, Ms. Kerry served as a social worker with the Department of Family Protective Services. Her work including advocacy, micro- assessments, legal proceedings, conduct of many studies, while counseling families daily. Throughout her years she was responsible for training new workers on policy and procedures but most importantly aiding families all over Tarrant County. Ms. Amanda Kerry holds a Master's Degree in Business Administration and Bachelor's Degree in Social Work from Texas Woman's University.
