Funded by the U.S. Department of Housing and Urban Development, this program provides financial assistance to qualified Irving homeowners for home repairs through partially forgivable loans.
The loans may assist with repairs, such as accessibility issues, air conditioner repair/replacement, emergency repair, home exterior and major repairs.

Register for an account at the application portal.
Once registered, login into the portal and select "Housing Rehabilitation" to begin the application process.
Homeowner Accessibility Program
This program is available to seniors and homeowners with special needs.
The Homeowner Accessibility Program is designed to address the removal of structural issues related to mobility and health for seniors and those with special needs, including ramp construction, doorway widening and bathroom retrofit with ADA-compliant fixtures.
Air Conditioner Repair and Replacement Program
The Air Conditioner Repair and Replacement Program provides assistance with a home's air conditioner or heating issues.
Emergency Repair Program
The Emergency Repair program assists families with unexpected emergency repairs that occurred without warning (within two weeks), require immediate action and are detrimental to life, health or safety.
Home Exterior Improvement Program
Clients referred to the Home Rehabilitation Program with City of Irving code violations may qualify under the Exterior Improvement Program.
This program assists homeowners who have been given notices of violation from Irving Code Enforcement but do not have the financial resources to address the violations. Applicants who do not have code notices of violations or citations are not eligible for this program.
Major Home Repair Program
Assistance is provided to homeowners for home restoration through partially forgivable loans. The loans assist with repairs such as window or roof replacement, adding insulation in the attic, and plumbing and electrical work.
This program is not designed as a complete home renovation program, but rather a program to repair a major system in a home.
