As Irving’s City Manager, I firmly believe that statement. And to make sure the city is focused on the right things, I meet with many people and organizations throughout the community to gain insight on issues, challenges and opportunities facing the city.
These insights, along with the Future in Focus organizational strategy and City Council priorities, help shape the plan to manage a city government that delivers positive and meaningful outcomes for Irving residents, businesses and visitors.
• Maintain a strong focus on recruitment and retention efforts, minimize turnover and fill vacancies.
• Begin Phase 1 of City Hall remodel and space optimization plan.
• Begin Hunter Ferrell Landfill long-term feasibility study. Continue working with Grand Prairie and other municipalities to explore long-term strategy for new landfill.
• Continue to implement Let’s Play Irving strategy, including the opening of Lee Aquatic Park, as well as continued construction and planning for Mustang Park Multi-generational
Facility and Aquatic Park and Senter Park Aquatic Center.
Deeply important to the city’s operation is its human capital: city employees. Irving will continue its focus on recruitment and retention to attract the best and brightest candidates by building a positive culture and ensuring voices are heard, while making adjustments to support the needs of Irving employees.

Irving is poised to begin development of the Planned Unit Development (PUD) Zone 6, formerly known as the Texas Stadium site. Located at the eastern gateway to the city, this area includes more than 400 acres of developable land and is a prime location for a mixed-use development that becomes a destination for the North Texas region.
In response to the resident survey results, infrastructure has been a major focus over the past several years. In 2024, the City of Irving completed $54 million in capital improvement projects, replaced more than 2,181 traffic signs and repaired more than 3,500 potholes.
Launched in June 2023, the Let’s Play Irving: Elevating Aquatics & Recreation plan invests $103 million in high-caliber aquatic and recreation facilities for residents and generations to come.

By bringing in the expertise of Code Enforcement, Information Technology and the Innovation and Performance Office, data-driven decisions are making substantial impacts on how the city identifies, investigates and resolves issues.
