Municipal Drainage Utility
The Municipal Drainage Utility (MDU) is responsible for reducing flood risk for the city, improving the function and health of stormwater infrastructure and protecting the surface water quality of the city's creeks, streams and waterways.
MDU is funded out of a drainage utility fee collected from residents and businesses on the respective water bills. The MDU is divided into three groups, each with their respective areas of responsibility. The Operations and Maintenance (O+M) group is responsible for stormwater infrastructure. From desilting ponds to underground storm pipe repairs, this group keeps the structural system performing at the designed efficiency in order to reduce flood risk. O+M maintains the four waterway trash and debris collection structures that provide support to litter control efforts throughout the city.
The Engineering group is responsible for planning, designing and managing construction efforts of new infrastructure. The Drainage Solutions for a Better Tomorrow program provides bond funding for capacity improvements to the major conveyance channels in the city, part of this funding is also dedicated to neighborhood drainage projects to provide relief for smaller scale flood prone areas. The primary goal of these projects is to remove homes from 100-year flood zones, which reduces flood risk in the city.
The Compliance group is tasked with keeping the City of Irving in compliance with state and federal storm and surface water quality regulations. There are regulatory guidance documents, best management practices and environmental principles that the city must follow in order to protect creeks, streams and waterways in Irving from pollution.
