Rachel Wood Joins City of Irving as Assistant City Manager

Rachel Wood joined the City of Irving’s executive leadership team on March 24 as Assistant City Manager and will oversee the Quality of Life and Internal Services departments.

Rachel Wood joined the City of Irving’s executive leadership team on March 24 as Assistant City Manager and will oversee the Quality of Life and Internal Services departments. Wood’s portfolio includes Communications, Human Resources, Information Technology, Library Services, Municipal Court and Parks and Recreation, and Strategic Services. The Assistant City Manager position opened following Teresa Adrian’s retirement after a 26-year career with the city.


Wood is a dynamic local government professional with extensive experience in municipal administration, capital project management, community engagement and performance improvement. She most recently served as Assistant City Manager for the City of Asheville, NC where she oversaw Communications and Public Engagement, Information Technology Services, Transportation, Capital Management and Community and Economic Development. She also played a critical role in coordinating Asheville’s response to the devastating effects of Hurricane Helene, which impacted western North Carolina in September 2024.

Prior to her time in Asheville, Wood spent four years with the City of Denton, TX where she held various leadership roles, including Deputy Director of Capital Projects, Deputy Director of Development Services and Chief of Staff in the City Manager’s Office. She also worked for the City of Charlotte, NC for eight years holding various positions.


With her extensive background in local government and strategic leadership, Wood is well-positioned to contribute to the continued success and growth of the City of Irving.
